The clean-includes blacklist is
XDIRREGEX='^(tests/tcg|tests/multiboot|pc-bios|disas/libvixl)'

(which covers both 3rd-party imports and code which is intended to
be built standalone and so doesn't follow QEMU's include
rules.)
