I'd push TPM_PPI_ADDR_BASE up to the stack so it would be obvious
at tpm_ppi_init_io() call site wrt which region the offset is applied

also maybe s/TPM_PPI_ADDR_BASE/TPM_PPI_ADDR_OFFSET/?
