Add a 'target' top-unit to be compiled seperately from the common qapi modules. This will allow poisoned target #ifdef usage.
The generated commands must be registered seperately. The events have a different enum, and must thus use a different emitter/limiter. The DUMMY event is there to force the visit of target, ensuring files are built. It is removed in next commit.
