Yes, you are right, but I still geht the error message with just the line "from 
qgis.core import *":

Traceback (most recent call last):
  File "test.py", line 1, in <module>
    from qgis.core import *
ImportError: No module named qgis.core

I am a bit confused, because 
http://www.qgis.org/pyqgis-cookbook/intro.html#python-applications is just 
talking about TWO environment variables (PAYTHONPATH & PATH), but 
http://geographicprimitive.wordpress.com/2010/09/04/setting-up-pyqgis-development-environment-with-pydev-on-windows/
 is talking about THREE (PYTHONPATH, PATH, PYTHONHOME) - but both end in the 
same error...

Have you installed PyQt?
