GIS Data is always more than you expect. You can do 1x SSD 120 GB for OS and tilesets and then a 1x 2-3TB SATA drive. 16GB ram minimum, any decent 4 or 8 core processor should do (get faster clock speed to make your queries/wms faster). Base price for what I just described should only run about $2500. So you can easily add another storage drive and ram until you hit your budget.
