Thanks! I followed your advice and downloaded the tar ball from
http://initd.org/psycopg/tarballs/PSYCOPG-2-4/psycopg2-2.4.6.tar.gz,
unzipped it, then followed the instructions in the INSTALL file. Now
psycopg2 is installed under the OS X system Python, and I've since been able
to install QGIS plugins that require psycopg2.
