I'm not sure I agree with this, or not fully.  Packaging should be a
relativity automated process you just change the branch you build against.
Looking at package.cmd that Jurgen wrote for Windows it seems pretty
complete from A to Z.

Yes.  There are users how can't update to new major versions and a bug fix
release is the only option.  Any time you make a major release you can
introduce new bugs with new features. It's fine for us that control the
hardware we run stuff on but a lot of people don't and have to go though a
major process to get an update.
