I'd say just before/after feature freeze. There's still some very large API changes in store, eg Martin's current refactoring of the project and map layers will likely have large impact on your plugin, and I'd hate to see you have to "port twice". By the time feature freeze comes into play the large API changes will all have been locked in (or have to wait till 4.0!). There's no time frame for this yet, but I'll fight hard against any plans for a release before mid-year.
