I think we are not shipping them. OTB is available in OSGeo4W, but not in the standalone installers, if I am right One good thing that we have been discussing, related to this move, is that for LiDAR tools, it should be possible to have a plugin that has not just the code of the Processign provider, but the binaries as well, so installing the plugin would add the algorithms to Processing without any need to configure the paths to LASTools and FUSION binaries, since they can be harcoded. If there is a change in the binaries (such as an update), and the provider code has to be changed, a new release can be made, independently of the QGIS release cycle (unlike it happens now) I think this is an interesting topic to discuss, and that's why I wanted to send this email to get more feedback.
