Testing documentation is aiming for QGIS 3.4, until then, it's just that, testing documentation. IMHO. After QGIS 3.4, if the documentation is too behind, we can think of branching to allow keeping documenting new features arriving in master (3.5+). But as you well know we are too few to maintain all the dev work..
