Given that the microsoft runtimes are already installed, that should work.

But you'll need to start the qgis batch file at least once (like
etc/postinstall/qgis.bat does).   That will run the qgis-bin*.exe and update
the qgis-bin*.env file next to it to the new path.

After that you can also run the qgis-bin*.exe (eg. by pinning a running QGIS to
the taskbar).  Multiple clients will have to access QGIS with the same path
(unc path or the same mapped drive).
