I saw the German grid in the list of non-free grids. I already contacted the responsible administration in 2015 and they told me that the http://crs.bkg.bund.de/crseu/crs/descrtrans/BeTA/BETA2007.gsb is definately free to be distributed with any kind of software.



If a feature like this  is something that might be useful to users of
PROJ I we should look into this more closely.
