Since there are server tests in place, running on linux (travis) I assume that this is a platform specific or local issue.

Interestingly, it seems qgis server is shipped in the qgis-dev package whereas there are separate qgis-server and qgis-ltr-server packages for 3.4 and 3.10. Is this a difference of nightly builds compared to regular builds or a recent restructuring of the packages?
