Server plugins is nice but do one really need the Qt5 dependency for this on the server side? When installing on Windows using the OSGeo4W installer you get that too.

Unless you want to kill server plugins. Maybe it could be a separated qgis-server-python package. but as Bas said, it seems a different issue.
