Hi, the advanced configuration right now selects the layers that one wants to avoid overlapping *with*. We could have a second checkbox on each layer that will select the layers that one wants to avoid overlaps *on*, but that will complicate things visually. I think it would be better to add a key-bindable master on-off switch and have avoid overlap function like snapping does: either on or off, and if on, current layer or advanced mode. If one does not want snapping when editing a specific layer he temporarily disables snapping, so he could do the same with avoid overlap; on-off toggling is easier than drop-down selection and key-bindable makes it even easier.
Another approach would be to let the user decide on feature creation. Make "avoid overlap for this feature" available on the attributes dialog or spawn a confirmation dialog on paste. This will definitely help with accidentally forgetting avoid overlap enabled (been there, done that!)
