as you already reported, Ctrl-C and Ctrl-V don't work for layers, but
they only work for layers' content. So, it seems to me there is no
confusion.
It sounds to me like it would make sense to remove the 'Copy Layer' /
'Paste Layer' options.
As already explained, it seems to me the "Duplicate Layer" and the "Copy
Layer" / "Paste Layer" functionalities are different, work differently
and have different use cases, although they share some properties.
