I think it's sufficient to use only degrees within user interface as it's most common unit (ok, some might want use grads). But for data-driven rotation of labels it could be considered to give the user chance to set both units type and rotation style. > 3. What about conflict detection between labels on different layers? The conflict resolution is done for all layers at once. In the labeling settings dialog you can also set priority for each layer.
