Thank you all for such a fast reply. Being a member in the user mailing list
definitely has better results than the forum.

Micha, I just came back from the Survey Dept today and they agreed to supply
me later a DEM sample file with x,y and Z values for me to test so that is a
non issue. I personally wanted their data because if I wanted other public
agencies to use QGIS, I must convince them that Survey Dept DEM data is
compatible with QGIS.

It seems from what you guys written, the direction I should go along is
GRASS and the way you explain, it looks simple.I am still a newbie muddling
in QGIS so the next issue will be how to install GRASS, I'll look this up in
the QGIS user guide but should I get stuck again, it would be wonderful to
get your help again.

I am really alone here in govt. agencies as far as QGIS is concerned, in
fact hardly anyone has heard of QGIS so getting feedbacks from you is a real
blessing. Thank you again.
