I assume you want the X-Y coords in the CSV, so it's two steps:
1- Use the "Vector->Geometry Tools->Add geometry columns" to create
two new columns: XCOORD and YCOORD.
2- Open the *.dbf part of the shapefile with OpenOffice Calc, and do
Save As-> CSV.
