I also tried with csv and also worked with the English version.

Do you use the "Add delimited text layer" Plugin? Whats the name of
your file? I copied your text into a file called test.csv and the
import worked fine.
To get english messages you can check: options->Locale->Override
system locale. Please select en_US and restart qgis.
