I'm replying back to the list as I think it is a more general concern.
The composer is a flexible tool allowing to change everything around the
map, except the map. If the composer is intended to limit as much as
possible the need for another CAD software to produce a map, then the
possibility to use several project in the same composer space would be a
great thing.
ESRI achieves this by authorizing the user to open several workspace
(called "data frame")inside the same project, Each of these workspaces
can use the same datasources, allowing the user to give a different
semiologic style to the same data. With this this you can easily add
insets or overviews to the map composition (arcgis can only have one by
project).

It is possible just a little tricky. Basically you have to make one map
and then the other. When you finish the first there is a lock layers
checkbox which seems to keep that map as is. Then you can rearrange all
your layers and make a second map on the same composer. It's not perfect
but at least a start.
The other way I would approach would be to make 2 different maps from 2
different qgis projects. Export both to pdf, pull into inkscape and
arrange (can also be done if you save out an image tiff, png or jpeg).
