Hi,
had the same message today when trying to download tracks from my garmin
device via usb. It turned out to be the usb-Driver has not been
installed on this machine. Installing it solved the problem. As you say
gpsbabel itself works, maybe you misconfigured the device or the port.
Just a guess, though.

I tried both the OSGeo4W setup and the standalone installer. Same result.
Note that using the GPSBabelFE GUI works fine, as does gpsbabel from the command
line. Using either of these methods, the resulting gpx file can be loaded with
the GPSTools plugin. But the "Download from GPS" option within the GPS Tools
plugin does not seem to work.
Anyone else seen this?
