Download the QGIS Manual. http://www.qgis.org/en/documentation/manuals.html
Read few pages before you start the qgis project. You need do you own labeling. Shapefile will just give you polygons, points and lines - not maps. Google some QGIS tutorials. QGIS is GIS software to draw some maps and analyze data, just like ArcGIS or any other GIS software.
