Hi Holger, You can run Apache on Windows Server 2008. However a quick search implies that qgis server and IIS (the built in windows server 2008 web server) probably won't get along: http://www.townshipgis.org/project-background/open-web-mapping/qgis-server "It is not clear yet whether machines running the IIS (Windows) web servers will one day be able to run QGIS Server."
