Hi,
the number are ok in my opinion. I assume you don't have an SSD disk,
so times will be a bit slower than with a modern PC with SSD. Then 20
plugins activated are kind of a lot. I usually have fewer plugins
activated. You also see that 30s out of the 50s are spent on loading the
plugins. So if you want to speed up QGIS start you better deactivate
some plugins you don't need.
So to me it seems like there are no immediate actions needed from the
QGIS team because of slow startup.
The other fact, that repeated loading of programs are faster than the
first after a boot - this seems normal to me and I observe this with a
lot of other software (e.g. Adobe software) as well. It is probably
related that some base libraries are already active or loaded.
