You have to enable experimental plugins and add the repository

manually.

Please be aware that the plugin does not work with 'QGIS Dev' (1.9.x).
It is fine to use up to QGIS 1.8 (current stable version) and will be superseded by Etienne's work from QGIS 1.9.
