Thanks for the help guys. Currently I'm just kicking the tires on QGIS to see if it can replace our current GIS system. While ArcGIS is a good system I'm always on the hunt for something better/easier/cheaper. I'm not sure if I could convince them to pay for development. I'm just a lonely worker bee and have no control over the money.

    Hello everyone.  I've been playing with QGIS for a couple of days
    now and really like it.  My only problem is when labeling
    features.  Specifically roads.  I would like to have the highway
    number inside a shield (like signs on the road).  I'm not sure how
    to do this and my searches on the web haven't been fruitful.  Is
    this possible and if so can someone point me to it in the docs.
