Solution 1: - Go to folder C:\Program Files (x86)\Quantum GIS Lisboa\bin - open file 'qgis.bat' in a text editor - add below '@echo off': 'SET SHAPE_ENCODING=UTF-8' (without quotes)
If this does not help, move on to Solution 2: within the folder of your shapefile, create an additional .cpg-file that contains the ID of the encoding used. For example if encoding UTF-8, .cpg-file contains the following record: “UTF-8” (without quotes). Make sure the cpg-file has the same name as your shapefile , e.g. if your shp-file is named "mymap.shp" the cpg-file should be named "mymap.cpg").
