I don't think that it's a false positive - just strange policy.  I suppose curl
can be used to download stuff without a proxy - and that's why your
organization blocks it.  But it's not infected or something.

The question just is if a standalone would help here.  It's content would be
the same (the files of osgeo4w are just repackaged into a large NSIS package).
So your webfilter might reject to download an standalone installer for the same
reason as well (as it also contains curl).
