Hi,

I am no expert, but I was confronted to the same problem on Ubuntu 13.04 with QGIS 1.8 and I finally solved it, with Borys Jurgiel's help, by :
1/ uninstalling qgis
2/ compiling it from source
3/ using this tip after compiling : http://hub.qgis.org/wiki/quantum-gis/Building_QGIS_from_Source

Have you tried just 3/ ?

Hi Robert

I have the same problem (I'm trying to get Openlayers plugin but also don't
have the "Fetch Python Plugins" menu option, and can't get help anywhere,
been through the same methods as you.  I'm on Raring and 1.8 or 1.9 and
same problem on both.  I've tried for 2 weeks to fix but cannot. Let me
know if you find the secret.  There's a fix but it doesn't work for me.

You probably need to purge and then install python-qgis package.
