That's the problem. DefaultInitEnv is a mod_fcgid directive. AFAIK that works just fine. Not sure why that page tells you to switch it off.
It might have been useful in earlier days, and noone changed the wiki page when mod_fcgid was corrected. Or nobody noticed the missing dependency from <http://trac.osgeo.org/osgeo4w/ticket/395>.
