Are you using 32bit OSGEO4W or 64bit OSGEO4W64?

I just did a fresh 32 bit install of qgis-dev (on 64 bit Windows 7), and I have ESRI FileGDB and OpenFileGDB in the dropdown box for Add Vector layer -> Directory.

QGIS 2.2 32 bit standalone has none of them, and qgis-dev 32 bit with filegdb Version 1.10 only has OpenFileGDB.
