The current QGIS master version of QGIS server now contains DXF Export support in the GetMap command. See documentation at http://hub.qgis.org/wiki/quantum-gis/QGIS_Server_Tutorial#DXF-Export [1] (should also be included in a future release of the QGIS manual). All layers that are published as a WFS layer are also exposed to export as DXF. Thanks to Marco Hugentobler for adding this feature and my employer, City of Uster and Energie Uster AG, for financing it.
