I have exactly the same problem.
I installed the QGIS Server 2.2 (valmiera) on my remote Linux/Debian server and as long as I was feeding it with Projectfiles made with QGIS Valmiera 2.2 all worked fine, but since I upgraded my Desktop QGIS to 2.8.2, I have the same problem with the vector and polygon outlines, which all appear black. So, obviously the older QGIS server cannot handle the symbology settings of the newer xml project files produced with QGIS 2.8.

Did you, or anybody else on the list, know a workaround other than updating the older QGIS server (which could be a tricky work ....)?

I have done this before and had it working, but perhaps under a different version. The underlying vector data is shapefiles.

Any suggestions?
