Hi, 
There is an android version that is partially working (no python support last 
time I used it). Unless I am mistaken,  I do not think qgis will be 
compatible with Windows tablets or phones as they are not x86 based cpus.  
You could use other free apt to pickup the data an import it to QGIS.
