Hi,
do you have this issue only with labels or do you have the same issue in the attribute table (assuming that labels derive from atributes)?

I also have frequent issues with encoding. The only thing that worked for me (in some cases) was to check "Ignore shapefile encoding declaration" under Settings/Options/Data Sources/Data source handling.

If you try this, you should maybe restart QGIS and/or at least remove and re-add the layer in question.
