yes all the  1.369 polygon objects were loaded and rendered correctly in my
QGIS, when I used the filter "BEZIRK"  = 'Mitte'.  I also tried it with
"BEZIRK"  = 'Pankow' and it also worked out well, but it took 2:13 min to
load the 2.698 poly objects.
In QGIS you can set an individual timout for network requests under Settings
> Options > Network Menu (Einstellungen > Optionen > Netzwerk). Default is
60000 ms (60 seconds). 
In my QGIS I set the timeout up to 6.000.000 to load bigger data or in case
the internet connection is slow.
When I tried to load the WFS-data with default timeout, after 60 seconds I
got the (german) error message "Zeitüberschreitung bei
Netzwerkabfrage.......dauerte zu lange"
