Hi, you’re right. There’re for example a "%OSGEO4W_ROOT%\bin\vcredist-2013-x64.exe". But after a normal QGIS install, this packages will be deleted (see "%OSGEO4W_ROOT%\etc\postinstall\msvcrt-2013.bat.done") and are no longer available. The msvc dll's alone do not help. They need to be registered.
