It appears to be a toolbar.
If you right click in the Toolbar section of QGIS you should see a
animove Toolbar - You might want to turn it off and turn it back on to
see where the button is located. I'm running 2.18.4 so results may vary.

the tools are available in Processing; they require their activation
under Processing options. You are welcome to help us writing a
documentation for it, as I do not have resoucers currently to do it.
