If you just want to display your map in UTM 32N then changing the project CRS and activating the On the Fly reprojection might do the trick; no need to change layer projection. But if you wanted to have your layer in UTM 32N, note that changing the CRS value in the layer properties doesn't mean that features will be in that CRS. The CRS option in layer properties is meant to set the projection of a layer: a projection that you know is the good one but which QGIS couldn't find either because there's no prj file with your shapefile or it's a custom projection.
