You can use a browser to request data from the tileserver, but let me assure you that the OSM tileserver you are using (https://a.tile.openstreetmap.org/{z}/{x}/{y}.png<https://a.tile.openstreetmap.org/%7Bz%7D/%7Bx%7D/%7By%7D.png>) for sure only supports 3857 (or its quasi-alias 900913), so it’s a lots cause to expect it to provide 4326 tiles. Better work the other way around: have your map/project in 3857 and reproject the 4326 data to that.
