I started QGIS 3 in a working environment as a new user and then copied the 
whole profile directory.  You do have to go through the settings first, 
particularly for Processing, and for Network and remove any paths that are 
specific to your user.  And if the user has already had the problem then you 
have to completely log them out of the system.  But then it should work.  In 
our case the directories themselves seemed to have the lock on them.  The error 
is about qgis.db but when we look at the profile, the whole profile directory 
is missing but secretly still there.  So just copying a particular file 
wouldn’t work.

Thanks for your response! In my situation, I'm getting this error for 100% of 
users with redirected app data rather than just some, but I am interested in 
your workaround.

Could you help me understand which files/folders you're copying from a known 
good/working profile to a problematic one? I can test in our environment and 
let you know if that resolves the issue for us.

We have the same problem with QGIS 3 on our windows 7 network environment with 
user profiles on a network drive.  Here there is no permission problem.  Users 
have complete permission to write to their profiles.  The problem seems to come 
from a delay in syncronization between the Windows server and the network 
drive.   Basically:

1. The profile is created.  It exists on the network drive.  The windows side 
doesn't see it yet.
2.  Something happens (a bad miracle occurs)  that did not happen in QGIS 2 - 
maybe an attempt to read the database, or write to it? and it happens evidently 
before Windows recognizes that the profile directory exists.  This results in a 
mysterious lock. And your  launch time error message "[ERROR] Cannot make 
qgis.db private copy".

After closing qgis:
3.  The profile directory cannot be read now, or accessed in any way, because 
Windows says it does not exist.
4. The profile directory cannot be manually created, because the network drive 
says it already exists.
5. The profile directory also cannot be removed, because the Windows side says 
it does not exist.

Restarting QGIS 3 does not fix the problem.  This situation continues until the 
user completely logs out of the system.  At that point we can usually copy a 
dummy profile into the directory and start QGIS with that.  But with 50 users 
this is not optimal.  It happened generally on particular days (maybe there was 
more traffic than usual) to 4 out of every 5 users.

The situation is only relevant to brand new users, once the profile is 
established, everything is ok.

The situation is impossible to reproduce on purpose.  It is entirely dependent 
on the weather.

I ended up with the workaround of installing a dummy profile for all 
prospective users before introducing them to the system.  This is actually not 
a bad thing, because now the users have the right default settings all set 
before they start.
