The instructions on the Qgis website have been updated for downloading
the key, presumably because a new key has been produced.
New instructions:
wget -qO - https://qgis.org/downloads/qgis-2020.gpg.key | sudo gpg
--no-default-keyring --keyring
gnupg-ring:/etc/apt/trusted.gpg.d/qgis-archive.gpg --import
sudo chmod a+r /etc/apt/trusted.gpg.d/qgis-archive.gpg

I also have this problem. I get:
Failed to fetchhttps://qgis.org/ubuntugis/dists/bionic/InRelease The
following signatures couldn't be verified because the public key is not
available: NO_PUBKEY F7E06F06199EF2F2
But when I run sudo gpg --keyring
gnupg-ring:/etc/apt/trusted.gpg.d/qgis-archive.gpg --list-signatures, I get:
