The problem is that some installers for some platforms (most notably the Windows installer) do not include the PDAL library needed to read LAS/LAZ files. There is now an experimental alternative installer which includes also PDAL library and thus it can read LAS/LAZ files too: https://qgis.org/downloads/QGIS-OSGeo4W-3.18.0-1.msi Please note that 3.18.0 release has been pulled back few days ago because of several major bugs, so please consider this as a testing release where some things may not work.
