Hi, This is essentially a legal question based on the Law of the Sea Convention (UNCLOS), article 5 (baselines). Except where otherwise provided, you consider the low-water line as the determining factor as marked on large-scale charts recognised by the coastal state. There are other criteria for reefs, river deltas, islands etc. So it also very much depends on what region you look at.
