Good. This means that the QGIS Server and Apache web server are up and
running and correctly respond to the request.

It seems to me that URL is incorrect.
AFAIK it should be:
http://SERVER/cgi-bin/qgis_mapserv.fcgi?...
not:
http://SERVER/qgisserver?...
