We were able to align the orthomosaic using Georeferencer (
3.28.2). We have not been able to rectify the DSM.

could you please try if the issue does occur also using the latest
available QGIS LTR version 3.28.9?
Various georeferencer bugs have been fixed since QGIS 3.28.2.
