I'm using 0.9.0 for Windows I've tried opening a console and C:\Archivos de programa\Quantum GIS>qgis --lang en_US C:\Archivos de programa\Quantum GIS>qgis --lang "en_US" C:\Archivos de programa\Quantum GIS>qgis --lang english
but it still opens a GUI in Spanish.
