It isn't. One cannot program ROMs - only EPROMS, which have a different pinout. I have never come across OTP (one time programmable) parts with a ROM pinout. They do exist interestingly in 128k 32pin form for the Z88 ROM.

You either need a rom set, which will work on a standard QL, or Eproms. One can program eproms, and either piggy back or plug into the two slots - altering the J1-6 jumpers (single black bar zero resistance 'resistors' next to the 2nd rom), or use a Minerva-like pcb and a 64k Eprom. Only 48k of the Eprom is addressed by the QL.
