If the flp2_ is not read (as you suggest) then the flp1_ is run probably
as you are using the TK2 defaults (DATAD$ etc)

Maybe.  It seems unlikely that the disks are at fault, unless the DS
links are faulty.  Try setting flp1_ to DS2, and then doing a directory
of flp2_ with both disks in.

Not sure what that would prove, other than flp1_ not being accessed.

Ah - maybe, as is common, both motors are turned on if there are disks
in both, even though only one drive is accessed.

Maybe your power supply is not able to cope with this.
